HB 40's effective date bit of a controversy

Governor Rauner has signed HB 40 into law Thursday, but there's a controversy brewing as to when it will go into effect, the Legislative Information Systems office is telling Illinois Review.

Since it was not sent tao the governor before or on May 31st, the bill would normally then not go into effect until June 1 of the following year.

But Attorney General Lisa Madigan's office is saying that since it passed both the House and the Senate by May 10th - before May 31st - it should go into effect January 1st of 2018.

Reactions to Gov. Rauner Signing HB40

The following are responses to Governor Rauner signing House Bill 40 into Public Act.  The act is effective starting June 1st, 2018.  For more on House Bill 40 please click here.


Representative Joe Sosnowski made the following statement in response to Governor Bruce Rauner’s announcement about HB40:

“For years, the Governor campaigned as a candidate who would "shake up Springfield" by focusing on the financial disaster that this state had become... and still is.  He said that we would leave the social issues alone and focus on what needs to be done to fix this state economically and grow jobs to make Illinois a better place to live and work.”

Rep. Sosnowski further commented, “Most tragically HB 40 will increase abortions. We try so hard to value and preserve life at all stages, yet this bill makes it easier to dismiss the innocent unborn who are our future...and it will cost the state more money. The Governor promised to veto HB 40 in the public, in the press, and in private. I am extremely disappointed in the Governor's actions in supporting this bill, in deceiving so many about his goals as Governor, and in his outright lie about this bill.”

Lt. Governor Evelyn Sanguinetti released the following statement:

“As a pro-life Republican, I disagree with the Governor’s decision to sign HB 40. I wouldn’t be here today if it weren’t for a 15-year-old refugee who chose to have me and keep me.

“I realize this bill is a political ploy to divide the people of Illinois. While I disagree with the Governor on this, we must focus on our areas of agreement – enacting real reforms we need to turn Illinois around.”

From State Representative Allen Skillicorn:

"Today, after promising not to do so, Governor Rauner signed HB40 into law--a bill that forces taxpayers to fund abortions. There are many things this law will ensure.  It will ensure that Illinois taxpayers will be paying $30M more in Medicaid they cannot afford.  It will ensure that thousands of babies will be aborted.  It will ensure that no one will trust the commitments made by this Governor. And, finally, it will ensure that Rauner serves only one-term."

State Rep. Breen reaction to Rauner's signing HB40:

"...I’ve heard Rauner promise the people of Illinois that he had “no social agenda” and as such firmly commit to legislators, the public, and even to Chicago’s Cardinal, Blaise Cupich, that he would veto taxpayer funding of abortions. But he has now broken that commitment, signing a bill that puts taxpayers on the hook to pay for an expected 20,000-30,000 aborted lives per year. And without any source of funding, in the throes of an unbalanced budget. Now, I’ve come to expect politicians to shade the truth, but what’s clear today is that Rauner’s promises were just flat out lies...

In the face of overwhelming evidence of Rauner’s inability to competently administer the Illinois government, inability to stand up to Mike Madigan effectively, and inability to keep his word and his commitments, I can no longer support him. And whether or not they are able to agree publicly, I know hundreds of elected Republicans, along with hundreds of thousands of Republican voters, who feel the same way I do.”

State Rep. Jeanne Ives released a statement following Gov. Rauner's announcement that he would sign HB40:

"The Governor's decision to break his promise and sign taxpayer funded abortion on-demand is a profound and unprecedented betrayal beyond words. This is a tragic day for everyone who values the sanctity of life. The Governor's action today makes Illinois the first state in country to mandate taxpayer funding of abortion under Medicaid at any time, for any reason as a result of signing legislation into law. This is a total failure of leadership."

Former Congressman and radio talk show host Joe Walsh blasted Gov. Rauner for his decision to sign HB40. He also took aim at Republicans who have backed, and continued to back, the Governor.

"Will those Republicans who feign 'disappointment' continue to back Rauner?" Walsh asked. "Who will finally have the courage to do what is right?" he said.

After Governor Rauner signed HB 40 Thursday, Family PAC's Paul Caprio issued a statement 180 degrees opposite of his position just before the November 2014 election.

"Bruce Rauner declared war on the pro-family movement, Illinois taxpayers, and the most basic values of the Republican party.

No serious conservative of any type can consider ever voting for Bruce Rauner again."

State Rep. Tom Morrison (R-Palatine) called "unconscionable" Governor Rauner's decision today to signed legislation (HB 40) allowing for state funding of all abortions regardless of the reason. In a statement he said the decision was the ultimate betrayal of trust of the majority of Illinois citizens who oppose the destruction of unborn children.

“Governor Bruce Rauner gave us his word in the Spring that he would veto this legislation if it were sent to him,” Morrison said. “In the last several weeks, as he indicated a reconsideration of that position, Republican legislators and allies offered to accept an Amendatory Veto, but he rejected those ideas. If this legislation is really about the right to choose – then what about my constituents who deserve to have the right to choose not to have their tax dollars used to fund the killing of unborn children? This is a tragic day for Illinois.”

Catholic Conference of Illinois gave this statement:

"Governor Rauner, together with the legislators who voted for this misguided legislation, will now force Illinois taxpayers to pay for the taking of human life, in this case that of a defenseless child in the womb. We remain dedicated to advocating for the dignity and sanctity of human life from conception to natural death and will work to convince the public and our elected officials about the grave moral error this legislation represents."

State Senator Dan McConchie (R-Hawthorn Woods) issues the following statement regarding the signing of House Bill 40:

“Words cannot express my profound disappointment of the Governor’s decision to sign House Bill 40, which dramatically expands taxpayer funded abortions across the state.

“Taxpayers should not be forced to fund something as controversial and culturally divisive as abortions. Likewise, there is no good reason for taxpayers to be on the hook for someone else’s personal decision..."

State Sen. Sue Rezin (R-Morris) issued the following statement in response to Gov. Bruce Rauner announcing on Sept. 28 that he will sign House Bill 40 (HB 40) into law:

“Gov. Rauner’s decision to sign legislation that will now force taxpayers to pay for all abortions, for any reason, for those on Medicaid and who are state employees, is beyond disappointing.

This is a significant change from a national policy that taxpayer dollars do not fund elective abortions."

"As the president of the largest Republican women's organization in the state of Illinois, it is disappointing that Governor Bruce Rauner signed HB 40 without heeding the guidance of our organization and its members. An organization that values life. Not only is this bill contentious by all accounts, but the fiscal ramifications of the bill are still unknown. The focus should be on guiding Illinois to a solid fiscal footing; instead, democrats continue to push divisive policies that endanger our state and its fiscal viability."

Governor Rauner Signs Pro-Abortion HB40

UPDATE: Governor Rauner has signed House Bill 40 in to public act on September 28th.   It is effective June 1st, 2018.

In a press conference on Thursday, Governor Rauner has stated that he would indeed sign House Bill 40, ensuring that the tax-paying residents of Illinois will be paying for the killing of innocent lives. This bill provides taxpayer funding of abortion and ensures that abortion remains legal in Illinois despite what the Supreme Court of the United States may decide regarding Roe v. Wade. This bill has the potential to reverse almost every pro-life effort made in Illinois expands taxpayer funding of abortions - for any reason.

During the press conference, Governor Rauner confirmed that he is, always has been and always will be Pro-Abortion.  The Illinois Federation for Right to Life is not surprised.

State Representative David McSweeney told us that "On April 14th, Governor Rauner promised Illinois citizens he would veto HB40, which would expand state funding for Abortions."  The Governor turned his back on his party and failed to keep his word.

Illinois is a bankrupt state.  Our governor now adds the cost of abortions to the enormous debt.  Taxpayers are already reeling from the legislature raising Illinois' state income tax by 32%. State Rep. David McSweeney also told us that "In 2014, Bruce Rauner promised Illinois taxpayers a tax cut and a 3% income tax rate. Instead, we ended up with a 32% increase in the income tax rate."  Gov. Rauner failed to keep his word again.

Gov. Rauner released the following statement:

    “I understand abortion is a very emotional issue with passionate opinions on both sides. I sincerely respect those who believe abortion is morally wrong. They are good people motivated by principle.

    “But, as I have always said, I believe a woman should have the right to make that choice herself and I do not believe that choice should be determined by income. I do not think it’s fair to deny poor women the choice that wealthy women have.

    “That is why I am signing HB40.

    “This is not a new position – I campaigned on this principle in 2014 and it is a principle I have tried to live up to throughout my life.

    “I have spent the past couple of months talking to people on both sides of this issue. I have also spent a lot of time meeting with women across Illinois and listening to their personal stories, particularly low-income women who do not have the same luxuries that many of us have. Their stories and their struggles are real and they have touched me in a very personal way.  They deserve to have a choice as much as anyone else.

    “I know there will be many people who disagree and I respect their opinions. I respect their passion. It is my hope that good people can disagree respectfully and can come together on other important issues that affect our state.”


Congressman Peter Roskam stated “This bill is dangerous. It forces taxpayers to be complicit in the act of abortion even if they believe abortion to be morally reprehensible."

More on what to expect with the implementation of HB40...

- The State Employee's Insurance will cover the expenses of an abortion.

- Public aid will cover abortions or "induced miscarriages".

- A doctor cannot be stopped from performing medical services including an abortion even if he/she had been found guilty of performing an unwanted abortion procedure.

- It removes the need to include the physicians opinion regarding the abortion.

- The Department of Human Services would be allowed to provide money or grants to organizations or companies that perform abortions.

- Keeps abortion legal if the Roe Vs. Wade Decision is reversed.

- An unborn child is NOT be considered a human being and so the unborn child does NOT have the right to life.

Pro-Life Leader Calls for McConnell's Resignation Over Senate Inability to Defund Planned Parenthood

On September 26th, it was announced that the Graham-Cassidy Repeal and Replace Obamacare bill was pulled due to three Republican defections, including Sen. John McCain of Arizona. That bill would have prevented over $500 million in tax dollars from going to Planned Parenthood, the largest abortion provider in the nation.

The withdrawal of the bill kills any hope of defunding Planned Parenthood of Federal tax money until next year.

"I am extremely disappointed in the Republican members of the U.S. Senate who could not band together to get this bill done. It angers me that we have to fund Planned Parenthood for another year. This means Planned Parenthood will have the resources it needs to continue its killing spree, and thousands of lives will be lost because of it," said Troy Newman, President of Operation Rescue and Co-Founder of the Center for Medical Progress, which exposed Planned Parenthood's participation in the illegal sale of organs and tissue obtained from aborted babies.

Defunding Planned Parenthood was a high priority for the Trump administration, which promised to redirect funds from the abortion giant to legitimate health care providers that do not participate in abortions.

US House GOP delegation calls on Rauner to veto HB 40

Wednesday, all seven Republican members of Illinois' U.S. House delegation called on Illinois' GOP governor to veto a bill now on his desk expanding taxpayer funding of abortions - for any reason.

Congressman Peter Roskam (IL-06) led the delegation's letter, signed by GOP members, John Shimkus (IL-15), Randy Hultgren (IL-14), Adam Kinzinger (IL-16), Rodney Davis (IL-13), Mike Bost (IL-12), and Darin LaHood (IL-18).

“This bill is dangerous.” Roskam said in a statement issued with the letter. “It forces taxpayers to be complicit in the act of abortion even if they believe abortion to be morally reprehensible.

McSweeney, Costello file bi-partisan resolution calling for Rauner to veto HB 40

Wednesday, State Rep. David McSweeney (R-Barrington) and Jerry Costello (D-Collinsville) will be introducing a bi-partisan effort to stop Illinois taxpayers from paying for abortions and squelch the growing movement to effectively end the "Hyde Amendment."

"Governor Rauner needs to honor the commitment he made on April 14th to veto HB 40," McSweeney told Illinois Review Wednesday. "It's important that he keep his word."

McSweeney said taxpayers are already reeling from the legislature raising Illinois' state income tax by 32%. "It would be even worse if that tax hike goes toward paying for abortions many find offensive," he said.

The problem is that Governor Rauner has made commitments to both sides on what he would do with legislation that called for taxpayer funding of abortion. On a questionnaire in 2014, he told the abortion group Personal PAC he'd favor taxpayer funding for abortions while he told Republican lawmakers he would veto such a measure because it was "too divisive."

Members Introduce Bipartisan Legislation on the Dangers of Legalizing Physician-Assisted Suicide

On September 27th, Rep. Brad Wenstrup (R-OH), along with Rep. Lou Correa (D-CA), Rep. Andy Harris, M.D. (R-MD), Rep. Juan Vargas (D-CA), Rep. Darin LaHood (R-IL), Rep. James Langevin (D-RI), Rep. Ralph Abraham, M.D. (R-LA), Rep. Daniel Lipinski (D-IL), Rep. Keith Rothfus (R-PA), and Rep. Tom Suozzi (D-NY) introduced H. Con. Res. 80, expressing the sense of Congress that legalizing physician-assisted suicide puts the most vulnerable of our society at risk of deadly harm and undermines the integrity of America’s healthcare system. They issued the following joint statement:

“Protecting the vulnerable and providing quality care for all patients are cornerstones of any good healthcare system. Included in that is providing comfort and care for those facing the heart-wrenching challenges of dealing with a potentially terminal illness. In some cases, this commitment to fighting for the best care – even in the face of the most deadly diseases – can result in new and innovative cures, offering the chance of recovery for both the patient and for others suffering in the future. Latest effort to Repeal Abortion-Expanding Obamacare Falls Short

In the latest blow to repealing and replacing Obamacare, Sen. Cassidy (R. La) acknowledged this afternoon that, “We made the decision since we don’t have the votes, we’re going to postpone it.” Senators John McCain (R. Ariz.), Susan Collins (R. ME), and Rand Paul (R. KY) all issued public statements indicating they would not vote for the bill, ending the current effort to rollback much of the abortion-expanding Obamacare.

Time has run out on the 2017 “budget reconciliation bill” as a vehicle to undo much of Obamacare which requires a simple majority in the Senate. But there are only 52 Republicans in the Senate, and the loss of McCain, Collins, and Paul meant the bill would fall short of the 50 votes needed.

The bill’s chief sponsors, Sen. Lindsey Graham (R. SC) and Sen. Bill Cassidy, said that they plan on touring the country in order to build support for their health bill. There are additional reconciliation measures going forward, but the most immediate one is slated to deal with tax reform.

The Graham-Cassidy legislation would redirect existing Obamacare subsidies back to states in the form of block grants. The bill would prohibit the use of these dollars for plans that cover elective abortion. The bill would restore the longstanding principles of the Hyde Amendment with respect to federally funded health coverage. The Hyde Amendment is credited with saving two million lives.

House to vote on Pain-Capable Unborn Child Protection Act next Tuesday, Majority Leader McCarthy announces

Shortly after a morning press conference held by House Majority Leader Kevin McCarthy (R-CA) it was announced the House will vote on H.R. 36, the Pain- Capable Unborn Child Protection Act, on Tuesday, October 3rd. .

The text of H.R. 36 is identical to the bill that passed the House 242-184 in the 114th Congress. In addition to passing the House, the bill obtained majority support in the Senate in 2015, but was derailed since 60 votes were required.

Sponsored by Rep. Trent Franks, the Pain-Capable Unborn Child Protection Act would prohibit abortions on unborn babies 20 weeks or older, based on congressional findings that by that point (and even earlier) the unborn child has the capacity to experience great pain during an abortion.

The bill was developed from model legislation developed by National Right to Life in 2010, enacted thus far in 16 states– Alabama, Arkansas, Georgia, Idaho, Kansas, Kentucky, Louisiana, Nebraska, North Dakota, Ohio, Oklahoma, South Carolina, South Dakota, Texas, West Virginia, and Wisconsin.

The Pain-Capable Unborn Child Protection Act is one of the top pro-life congressional priorities for the 115th Congress.

Among his commitments to pro-lifers, President Donald Trump has promised to sign the National Pain-Capable Unborn Child Protection Act.

Professor: 3,800 Innocent Lives a Year Depend on Governor Rauner

The eyes of Illinois and the entire country are on Illinois Governor Bruce Rauner this week.

Earlier this year, the Illinois legislature passed the controversial HB 40, insuring that abortion remains legal in Illinois if Roe v. Wade is overturned. More importantly, HB 40 would also require taxpayer funding of abortion for low income women through Illinois’ Medicaid program.

In April, Rauner indicated that he would oppose the legislation because of “sharp divisions of opinion” about taxpayer-funding of abortion. However, word out of Springfield is that the Governor may be reconsidering his position. That said, Governor Rauner absolutely needs to keep his promise and veto HB 40 -- most importantly because thousands of innocent lives depend on it.

The Center for Reproductive Rights did an analysis of the Hyde Amendment, which limits the ability of federal Medicaid dollars to pay for abortions. They found that the Hyde Amendment prevented over 1,000,000 abortions since 1976. The 2016 analysis of the Hyde Amendment, published by the Charlotte Lozier Institute, updated the Center for Reproductive Rights study. It found that the Hyde Amendment has stopped over 2.1 million abortions in 40 years.  The Hyde Amendment has stopped 144,721 abortions in Illinois since 1976 and protects 3,800 unborn children in Illinois every year.

    We believe that our natural rights, as enshrined in the U.S. Constitution and the Declaration of Independence, begin at conception and continue until natural death.     In order to protect women’s health, we believe facilities in which abortions are performed should be required to meet the same medical operating standards as other outpatient surgery centers, including undergoing periodic health and safety inspections.

    We support enactment of the Illinois Born-Alive Infant Protection Act, which guarantees appropriate medical care for babies whose birth is incidental to abortion.

Major US doctors group slams physician-assisted suicide

The American College of Physicians, the second-largest physician group in the United States with 152,000 members, has declared that physician-assisted suicide (PAS) is unethical.

The ACP takes a forthright stand in the latest issue of the Annals of Internal Medicine. Supporting appendicies covering most of the arguments for and against physician-assisted suicide (PAS). Currently PAS is legal in Oregon, Washington, Montana, Vermont, California, Colorado and the District of Columbia, following ballot initiatives, legislation or a court order.

Although the ACP recognises the depth of feeling in the debate, it has not budged from opposition. Its conclusion is:

The ACP does not support the legalization of physician-assisted suicide, the practice of which raises ethical, clinical, and other concerns. The ACP and its members, including those who might lawfully participate in the practice, should ensure that all patients can rely on high-quality care through to the end of life, with prevention or relief of suffering insofar as possible, a commitment to human dignity and management of pain and other symptoms, and support for families. Physicians and patients must continue to search together for answers to the challenges posed by living with serious illness before death.

In a sense, the ACP position paper is very “traditional” in its concerns and arguments. It even jibs at woolly terminology used in the debate:

Terms for physician-assisted suicide, such as aid in dying, medical aid in dying, physician-assisted death, and hastened death, lump categories of action together, obscuring the ethics of what is at stake and making meaningful debate difficult; therefore, clarity of language is important.

ACTION ALERT - Taxpayer-funded abortion bill (HB40) on Governor Rauner's Desk

Illinois Review has reported that Democrats have moved a bill that would cause taxpayers in Illinois to pay for abortions for low income women and state employees to the governor's desk Monday morning.

In April, Governor Rauner said he would veto the measure. Last week he told reporters he was now undecided. He's been talking to abortion advocates - including his wife Diana - and now pro-lifers are concerned the Republican governor could sign HB 40 into law.

State Rep. David McSweeney (R-Barrington) responded immediately, pointing out the governor's past broken promises.

"In 2014, Bruce Rauner promised Illinois taxpayers a tax cut and a 3% income tax rate. Instead, we ended up with a 32% increase in the income tax rate," McSweeney said.  "On April 14th, Governor Rauner promised Illinois citizens he would veto HB 40, which would expand state funding for abortions. This bill has the potential to reverse almost every pro-life effort made in Illinois and will protect abortion if regulated, defunded or outlawed federally.

Amends the State Employees Group Insurance Act of 1971.

-Removes a provision prohibiting the non-contributory portion of a program of health-benefits from including the expenses of obtaining an abortion. (If passed, the State Employee's Insurance would cover the expenses of an abortion.).

Amends the Illinois Public Aid Code.

-Removes a provision excluding abortions or induced miscarriages or premature births from the list of services provided under the State's medical assistance program. (If passed, public aid would cover abortions or "induced miscarriages".)

-Removes language providing for the adoption of rules to prohibit a physician from providing medical assistance to anyone eligible for medical assistance benefits if the physician has been found guilty of willfully and wantonly performing an abortion procedure upon a woman who was not pregnant at the time of the procedure. (If passed, a doctor would not be stopped from performing medical services including an abortion even if he/she had been found guilty of performing an unwanted abortion procedure.)

-Removes other provisions concerning abortion restrictions. (If passed, this would remove the requirement for a physician statement the procedure used for an abortion when requesting reimbursement for the abortion, "induced miscarriages" or premature births.  This also removes the need to include the physicians opinion regarding the abortion.)

Amends the Problem Pregnancy Health Services and Care Act.

-Removes language prohibiting the Department of Human Services from making grants to nonprofit agencies and organizations that use such grants to refer or counsel for, or perform, abortions. (If passed, the Department of Human Services would be allowed to provide money or grants to organizations or companies that perform abortions.)

Amends the Illinois Abortion Law of 1975.

-Provides that it is the intention of the General Assembly to reasonably regulate abortion in conformance with the legal standards set forth in the decisions of the United States Supreme Court of January 22, 1973.  (If passed, this would keep abortion legal if the Roe Vs. Wade Decision is reversed)

-Removes language concerning the General Assembly's declaration that the unborn child is a human being from the time of conception and is, therefore, a legal person for purposes of the unborn child's right to life. (If passed, this means that an unborn child would NOT be considered a human being and so the unborn child does NOT have the right to life.) 

Will taxpayers paying be enough for Illinois abortion advocates?

While Governor Rauner tried his best to stay out of the uncomfortable abortion topic, he couldn't avoid it. He's had three bills on his desk making abortion more convenient and accessible since he's been in office.

One pushed private insurers to pay for contraception - which, of course, includes abortifacients that chemically induce abortions. Another forces prolife medical personnel to go against their consciences and provide information about where they can get abortions if they refuse to do them themselves. (That measure is being challenged at the U.S. Supreme Court level).

And now, he's being asked to force taxpayers - both religious and non-religious - to pay for abortions themselves. But it could get even more demanding. Illinois lawmakers are likely to attempt to imitate Oregon - and it could be sooner than anyone expects if the legislature-influencing Personal PAC's Terry Cosgrove is successful.

Rauner still mum on abortion funding bill

VETO HB40
The good news for those that want the Governor to veto a bill that would force taxpayers to pay for low income and state employees' abortions is that the bill hasn't moved to his desk as of Friday.

That means abortion-advocating group Personal PAC's Terry Cosgrove isn't confident the governor will sign it into law.

The bad news is that the Governor refuses to confirm that he's going to stick with his first public comment made in April, and veto HB 40 if it reaches his desk.  Now he's telling reporters he's "assessing" the bill.

Action:

Contact Governor Rauner, thank him for his promise to VETO HB40.  Please affirm that he still intends to do so.

Illinois Left panics over Graham-Cassidy; ignores state's shrinking insurer numbers

Tossing control of federal health care dollars back to the states is something the Left stands firmly against - and exactly what the Republican U.S. Senate majority's latest attempt at reforming ObamaCare would do.

Illinois' Left had nothing to fear from the state's two elected U.S. Senators. Of course, Senators Dick Durbin and Tammy Duckworth declared time and time again they had no intention of supporting the effort set forth by GOP senators Lindsey Graham (R-SC) and Illinois native Dr. Bill Cassidy (R-LA).

American Bridge, an Leftist activist group blasted the Graham-Cassidy proposal and explained why the Left is so opposed to it:

    The Graham-Cassidy bill is the worst version of Trumpcare yet. The bill would kick 965,000 Illinoisans off of their health insurance and rob the state of $9.26 billion in federal funding over the next ten years. It ends Medicaid as we know it, guts protections for people with preexisting conditions, and defunds Planned Parenthood. The American Medical Association, AARP, The American Heart Association, and 35 anti-cancer advocacy groups all oppose the bill.

Planned Parenthood and the ACLU Jeopardize Women's Health

We are told ad nauseam that education empowers women, and that they have a right to know everything and anything about their bodies. We are also told that women have a right to safe medical care, and are entitled to competent service by well-trained physicians.

Then why are feminists working overtime to keep information from women about their bodies? And why are they trying desperately to prevent them from receiving first-class medical care? To be blunt, they are jeopardizing women's health.

Feminists at Planned Parenthood oppose laws that require women seeking an abortion to see pictures of the baby they are planning to abort. This is the one exception to the "education empowers women" mantra.

Planned Parenthood and the ACLU are so zealous about abortion rights that they would sacrifice the lives of pregnant women—to say nothing about their babies—in exchange for increasing the number of abortions. To be exact, they want nurse practitioners and nurse midwives to perform first trimester abortions, thus increasing the pool of abortionists.
