Faced with a strengthened pro-choice majority in Congress and a new pro-choice president, pro-life groups are gearing up for a political fight to prevent passage of the Freedom of Choice Act, a bill that could set back their cause by decades.

FOCA, as it is often called, has been proposed by abortion rights supporters for two decades but now actually may have the votes for passage, particularly with President-elect Obama -- a FOCA supporter -- in office. It has two prongs: 1) it would make abortion a "fundamental right" for women and ensure that abortion remains legal even if Roe v. Wade someday is overturned and 2) would legalize partial-birth abortion once again and nullify all restrictions on abortion, such as waiting periods and parental notification laws. Additionally, it almost certainly would require taxpayer funding of abortion.

On 1st day Obama could increase abortions

-One quick signature after Barack Obama takes office Jan. 20 would show the president-elect wasn't serious about reducing the number of abortions, a pro-life policy expert says.

Pro-life and pro-choice advocates alike expect Obama to rescind by executive action -- possibly on his first day in the White House -- a policy that bars federal funds from going to organizations that promote or perform abortions in foreign countries. If the newly inaugurated president were to issue such an order, he would eliminate what is known as the Mexico City Policy.

"Giving hundreds of millions of dollars" to promote abortion as a method of family planning "will greatly increase the number of abortions" overseas over time, said Douglas Johnson, legislative director of the National Right to Life Committee (NRLC).

Pro-life policies likely Obama targets

Rules barring federal funds for abortion promotion overseas and embryonic stem cell research appear to be the most likely pro-life targets for reversal by executive orders from President-elect Barack Obama.

After he is sworn in Jan. 20 as the 44th U.S. president, Obama could rescind those policies now in effect without congressional action. Pro-lifers fear he could overturn both within days after taking office.

"I'm very concerned that President-elect Obama, having tacked to the center on economic and foreign policy, will tack hard left on social issues such as the right to life in order to placate his radical leftist supporters," said Richard Land, president of the Southern Baptist Ethics & Religious Liberty Commission. "I pray that my fears will not be confirmed."
